Malacca State Development Corporation (MSDC) was established under the State Development Corporation Enactment. Enactment No. 1 of 1971which is has been given the role and primary responsibility to develop and promote Malacca in four main fields which are Industrial, Tourism, Housing and also Business and Commerce. 
The main role of this PKNM implemented based on the direction of the National Development Policy to continue the goal of raising living standards and restructure society through the development of balanced and fair distribution. PKNM is a statutory body responsible for the realization of the New Economic Policy (NEP), particularly Bumiputera participation.
